This area is focused to the main Italian regulations derived from the European Directive 2000/53 on the end of life vehicles items. In each subarea different topics on Italian ELVs legislative framework can be found.

 

European Directive 2000/53/CE

All current laws about End-of-life vehicles come from European Directive 2000/53/CE, whose Italian transposition is Legislative Decree no.209/03 (and subsequent amendments). Directives’ aim is the harmonization of different national law about ELV and promotion of recycling, recovery and reuse of materials coming from end of life vehicles.

European Directive 2000/53/CE about End of Life Vehicles Management in Italy has been implemented through Legislative Decree no. 209, subsequentely corrected and integrated by Legislative Decree no. 149.

Italian End of Life Vehicles Framework Agreement

Italian Environment Ministry, Economic Development Ministry and all vehicles’ industrial chain Associations  have signed, on May 8th 2008, a Framework Agreement about End of Life Vehicles’ management. This is the first example in Europe of proactivity and concreteness in which Public Authority and all industrial chain cooperate with the aim to give an effective solution to this issue.

The duration of this agreement is 7 years and now it’s going to be reviewed. Incentive for research about recycling of materials are contemplated.

Trade Associations Agreements

 All Associations belonging to the dismantling context and involved in ELV issue, from dealers to shredders, are partner of Carmakers Associations about ELV Framework Agreement and represent a key element for progress of results in this area.

All activities so far has been implemented and managed through periodical meetings of a dedicated Inter-Associative Table, in which all issue regarding industrial chain are discussed.

End of Life Tires Decree

Recycling of material arising from End of Life Vehicles has been significantly promoted by Legislative Decree no. 81 of the April 11th, 2011 now replaced by Ministerial Decree n.192/2019, about End of Life Tires management.

In particular, Article 9 of new Decree regards tires coming from end of life vehicles dismantling activity, whose free withdrawal is granted by a fund which collects all environmental contribution paid by final customer whenever a new tire or a new vehicle is purchased.

The technical standard UNI 11448 concerns management and treatment of ELVs and is avaliable at the website of Ente Italiano di Unificazione.

European Regulation no.333/2011

The European Regulation no. 333/2011 regulates scrap metals ceasing to be waste management and covers both iron and aluminium waste. Scrap must be compliannt to conformity requirements and companies involved in management must implement a quality system management in order to ensure product requirements.
